[Mesquitelist] Problem: Mesquite only loads "minimal" packages

Hi,

I've been having a weird issue with Mesquite for a while now. When I start
it up, it only loads 17 modules. Here's the message I get:

I can sometimes get everything to load by quitting and restarting, but it is
often the case that I need to restart several times before I get full
functionality. I have tried using the "Use All Installed Packages" command
from the "Activate/Deactivate Packages" submenu of the File menu, but it
tells me that I need to restart Mesquite, and when I do, nothing changes.
Has anyone else encountered this issue and if so, how did you fix it?
