Changes for PDAP:PDTREE for version 1.1

Enhancements
This is a combination update and bug fix release to accompany Mesquite 2.01.
The main enhancement is that PDAP will look for notices and update
announcements using the new Mesquite startup notices system. This check
does involve PDAP (and potentially other packages) "phoning home" to read
a file from the project's home page. This file is simple XML and does not
contain patches or code.
Bug Fixes
- Switching between screens 9B and 9 would not reset constained maxima set by the former. Thanks to David Maddison for reporting this.
- Prompt windows for degrees of freedom reduction, confidence and prediction interval widths, and Vh would appear, or not appear, unpredictably. With verbose query mode set, these should appear once for each tree change (and once when switching from screen 9 or 9A to 9B. The interval widths should appear exactly once during your session, since these are unlikely to vary within an analysis. Currently with verbose query mode off, defaults (no df adjustment, Vh = mean tree height, and intervals of 0.95 and 0.90 are used). Menu commands to change these are always available. Note that this behavior is not optimal, since even with verbose mode on, the user should only be forced to see the appropriate dialogs once per tree. So starting with tree 1, going to screen 9, switching totree 2 and then going back to tree 1, the user should not, even with verbose on, see the dialog when returning to tree 1. This remains to be implemented.

The hanging problem encountered when screen 9 asked for a degrees of freedom adjustment has been fixed. Thanks to Anne Peattie for reporting this.
